Propagates cloud.google.com/go/pubsub/v2 v2.6.1 (and the google.golang.org/api, grpc, iam, genproto bumps) to the modules that consume gcppubsub via a local replace directive. Rebased onto main, which already carries x/sync v0.22.0 and the go1.25.12 govulncheck pin. Supersedes the per-consumer pubsub bumps #55/#56/#57.
